Education Package: BA Figures do not Allow Evaluation

The figures available at the Federal Employment Agency (Bundesagentur für Arbeit – BA) on expenditures for the education and participation package (Bildungs- und Teilhabepaket) cannot be used to evaluate whether this measure was successful or not. The actual expenditures for the education and participation package in 2011 were significantly above the amount of EUR 129 million mentioned in the media.

The BA can only record the expenditures for the education and participation package spent in the Jobcenters run in cooperation with the municipalities via the payment systems of the BA. This includes neither the expenditures in so-called opting municipalities (Optionskommunen) nor the expenditures of those municipalities which decided to manage the education and participation package on their own. The BA does neither compile data on expenditures from the education and participation package for approximately 250,000 children receiving housing assistance or children's allowance.

The Federal Ministry of Labour and Social Affairs (Bundesministerium für Arbeit und Soziales – BMAS) will report together with the heads of the municipalities on the experiences after one year of the education package in Berlin next Friday.
