The Centre for Business and Productivity Dynamics (CBPD) at the Halle Institute for Economic Research (IWH) – Member of the Leibniz Association is seeking to hire a

Business Applications Developer (f/m/x, 100%) – Microsoft 365/ Power Platform
to join a new unit developing exciting products and services.

The Halle Institute for Economic Research (IWH) – Member of the Leibniz Association conducts empirically grounded economic research that informs policy and advances scientific knowledge. The Centre for Business and Productivity Dynamics (CBPD) focuses on firm-level productivity, innovation, and structural change, with strong expertise in microdata-based research and modern econometric methods. Within this context, the Centre hosts a pan-European microdata research laboratory (microdata infrastructure, MDI) that enables authorised researchers to conduct cross-national research using confidential microdata from participating national statistical offices.

The Business Applications Developer translates CBPD and MDI requirements into scalable Microsoft 365 and Power Platform solutions, designing secure, compliant, and standardised workflows for requesting, coordinating, and managing access to sensitive microdata, including applications, approvals, and documentation. The Developer also designs new ways to facilitate access to and interact with non-confidential CompNet data. The resulting sys­tems support efficient, end-to-end digital research data access processes under strict data protection and institu­tional requirements.

The position is limited to one year (extendible).

Your Responsibilities

  •     Design and implement a platform for managing applications for research datasets, including submission, review, approval, and communication processes, ensuring a user-centred and efficient end-to-end workflow, including eval­uating when requirements can be addressed through standard tools versus custom development.
  •     Leverage Microsoft 365 (especially SharePoint, Teams, and Power Platform) to develop and operate integrated solu­tions, including workflow automation with Power Automate and reporting/monitoring capabilities with Power BI to support collaboration, communication, and efficient information and document management across the institute.
  •     Ensure the security, governance, and compliance of the platform by implementing Data Loss Prevention (DLP) poli­cies and applying "Security by Design" principles to protect sensitive research and administrative data.
  •     Work closely with administration, IT, and researchers to gather requirements and develop user-centred solutions.

Your Profile

  •     Completed university degree (e.g., Computer Science, Business Informatics, Information Systems, or a comparable qualification) or relevant IT vocational training with substantial practical experience.
  •     Proven ability to design and implement end-to-end, workflow-driven solutions, ideally for application, review, or approval processes (e.g., service platforms, request systems, or grant/data access workflows).
  •     Strong analytical skills and the ability to translate complex organisational and user requirements into structured, sustainable, and user-centred technical solutions.
  •     Experience with Microsoft 365 and Power Platform (especially Power Apps and Power Automate; Power BI is a plus), including building custom applications and automating business processes.
  •     Solid understanding of SharePoint and Microsoft Teams, particularly in designing information structures, permis­sions, and collaboration environments that support business processes.
  •     Familiarity with integration concepts (e.g., REST APIs, connectors; ideally Microsoft Graph and/or Azure services) to extend and connect platform capabilities where needed.
  •     Ability to design scalable architectures and document solutions clearly to ensure long-term maintainability and knowledge transfer.
  • Structured, solution-oriented working style and strong communication skills, with the ability to collaborate effec­tively with administrative staff, IT, and researchers.
  • Excellent German language skills (written and spoken); English proficiency is an advantage.

Remuneration is based on the collective agreement for the public sector of the federal states (TV-L) and will be graded up to pay group 13, depending on qualifications and experience.
